We start with inquiries from Conservative lawmaker the panel's head, who chairs the panel.

She opens by offering details to the disclosed memo authored by Michael Prescott and published in the Telegraph.

"I do not desire the BBC tilting in any particular direction, I just want it balanced, unbiased and just," he states.

Upon being questioned if he thinks the BBC is structurally prejudiced, he replies: "No I don't. Let's be clear, a great deal the BBC does is exceptional - including factual and fictional programming."

But he adds: "There remains real work that must be undertaken at the BBC."

A further former external BBC consultant questioned by the panel, Caroline Daniel, says she takes the BBC very seriously and that it has a "persistent practice and lively discussion" regarding fluid and multifaceted subjects.

"Did the BBC ready to conduct a thorough dialogue and debate and implement changes?" she questions. "From my perspective, yes they were."
